Can't turn off Email Subscriptions

  I want to get rid of that little pop up in the bottom corner that says Follow. I’m assuming this is the Email Subscriptions plug in. When I go to Plug Ins and it shows that email subscriptions is ‘active’, I click on it to make it innactive but all that happens is it sends me to a description of what the plug in does. This is true for all plug ins.

  I also don’t have the “follow” widget installed in my sidebar.
