Cant upgrade

I decided to try some plug-ins and upgrade to premium, but after 1 failed payment attempt it seems that my purchasing capabilities were blocked,
Is there any reason for this? only thing I could think of is maybe the fact that I have a VPN on?

You can use the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”
