WordPress.com uses PayPal as the payment processor, and as such, can only accept payment from countries they support: https://www.paypal.com/worldwide/
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.
More about echecks here:

I’m trying to make a website with wordpress
restructure any WordPress blog to become a page based website.
A blog is a post based website and any WordPress blog can be restructured from being post based to being page based, but let’s put that aside for the moment. Please read this entry > http://support.wordpress.com/com-vs-org/
You can use any theme here at WordPress.com to create a page based structure ie. a website rather than a post based structure ie. a blog. Before you make any decisions at all read this comparison carefully please http://support.wordpress.com/com-vs-org/
Also note that no WordPress.com themes can be exported and used on WordPress.org software.
On one hand, none of the characteristic “blog” features like categories, tags, authors, dates, etc. can be removed from a free hosted WordPress.com blog, without purchasing an annually renewable custom design upgrade and doing the required CSS editing.

http://en.support.wordpress.com/custom-design/editing-css/On the other hand, one can edit a WordPress.org theme free of charge. That’s why I suggested you read the comparison > WordPress.com and WordPress.org: The Differences

I’m sorry but the only accepted methods for upgrade payments have been posted above. Please be aware that no one needs and upgrade of any kind at all to blog successfully on a free hosted WordPress.com blog.

I’m sorry I keep insisting but you don’t understand. It says on the purchase page that wordpress accepts paypal and you gave me a list of countries from where wordpress accepts paypal payments and Switzerland is on that list.

Hi @moodyclappers,
Depending on the country, Paypal has certain requirements. Some countries Paypal will not accept payments from whatsoever. Some countries they require that the account have a credit card attached in order for the payment to go through. If you are being prompted to attach a credit card, then that is a requirement that Paypal has made for your area.
I apologize for the inconvenience, however we do have to follow the rules of our payment processor.
