Can’t upgrade

Can I ask what the reason is for your website to enable the ‘account deactivated’ function? Can someone come out and explain? Many people have suffered from the same problem, and it has bothered me for a long time, but your employees have never come forward to explain what is the reason. I tried to create 10 accounts, even used VPN to fly to countless countries, and I also changed several credit cards. The result I get is always ‘Purchases are currently disabled. Please contact us to re-enable purchases.’ I have contacted you guys, but the result I always get is ‘We will not open access to your account.’ What’s going on here? Strict censorship mechanism? It’s really baffling! Can someone please step forward and explain!
