can't upgrade plan

I can’t upgrade my plan from free to premium, whenever I go to payment, it shows transaction failed. this happened for many times and now it is showing – ‘purchases are currently disabled. please contact us to re-enable purchases.’
what should i do now? i talked with my bank and changed my card to international still the transaction is failing and now wordpress is not allowing me to pay. please help.The blog I need help with is: (visible only to logged in users)

Hi @piamajumdar1, I’m going to tag this post for staff assistance using the modlook tag. It sounds like your bank has assisted you to ensure the payment gets processed, but you would like WordPress to allow you to attempt the transaction again.

Yes, thank you. I can’t pay as wordpress is not allowing me to. It is showing- purchases are currently disabled. please contact us to re-enable purchases’ .

Hi piamajumdar1,
I appreciate this is frustrating. We are seeing an error message which indicates your bank or card provider is blocking your payments. If your card is international, they may be blocking WordPress.com purchases for another reason.
You’ll need to contact your card provider for more information. If they are blocking payments to WordPress.com, you can ask for the block to be removed.
