Can't upload new media since the upgrade

  The media loader will not allow us to upload images. We have a large enough hosting plan with Godaddy. We had a template built in Visual Composer. It locked us out Friday. Our developer fixed the issue – saying there is a new WordPress version (4.5?) Yesterday, we suddenly could not load files over 300k – then shortly after, we could not load anything over 200k (all our photos have been optimized/resized to 600k or so and have never been an issue. Now we can not load any images – and the site is half built. We have searched for a media loader plugin – but have not had any success. Hopefully this is a small issue and we are simply missing something?
