  I have plugin but I can’t upload. Proceed button not working…..

  Sadly, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

  There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/

  If you state what you’re trying to do though, there may be some alternatives, so feel free to ask. :)
