can’t upload plugins

I am unable to upload plugins…..it says resolve issue above before.
Above it says I need to upgrade to a buz plan. I am not interested in a buz plan.Can anyone help?

Each plan of WordPress comes up with some new features. So if you want to upload third party themes and plugins then you must be on business plan.

Your thepacificnorthwesthemp.com site is using WordPress.org software which is hosted on another host.
So when you host your site with any other registrar you just buy any of the hosting plans from them which include this feature in that plan.
Here in WordPress.com they provide you a free plan with basic functionality so that beginners can come and make them comfortable to use WordPress before paying anything. When they are confirm that they are comfortable and also they might need any features that might be available in other plan then they can upgrade to the plan and start using it .
