  The business plan is the only way to add a custom theme or a theme purchased/ downloaded from somewhere else. See https://wordpress.com/plans for details on each plan.

  With the personal and the free plan you can use any free theme available at https://wordpress.com/themes/ page, while with the premium plan, you can use any premium or free theme from the themes repository.
