Can't use activation key you've created for someone else.

Ive created a website and trying to invite users to my website. but when they recieve the invite and they attpempt to accept it, they are getting this message:
Whoops, you can’t use an activation key you’ve created for someone else.
what’s causing this and how can it be resolved.
the website is hosted on WordPress.com
The blog I need help with is: (visible only to logged in users)

If you’re seeing that, it means you’re clicking the activation link while logged in to your account.
The invited users will need to click their own activation links.
