    I do not see any upgrades under your WordPress.com account when I check on our end. You can confirm by visiting this page: https://wordpress.com/me/purchases/

    Is it possible you made your purchase under a different login? It is possible to upload any plugin or theme “designed for WordPress” but to do so you you will need our Business Plan as mentioned here:

    If I can ask, what is the plugin you are trying to install. There is a lot of build in functionality on WordPress.com that you would normally need a plugin for (if you are setting up a WordPress site with another provider) so if you can tell us more about it we’re happy to take a closer look and suggest an alternative if we offer one.
