  I am not shown an option to add new categories.

  The blog I need help with is: (visible only to logged in users)

  Do you mean categories panel is absent on Add New Post screen?

  If so, could you check if Categories are enabled on Screen Options panel that shows up by clicking on Screen Options button on the upper right side of the Add New Post screen.
