I have previously learned how to adjust the layout of a categories page on my organic theme: photographer. Under Posts, go to Categories, Edit the one I want, and I should be able to edit the name, the slug, the number of columns to show up on the page, and the number of posts per page. I am trying to change it, but the options for columns and number of posts per page is gone.

I don’t recall the Sela theme, or any theme for that matter, ever having optional layouts for category pages. It’s been years, I think, since slugs were editable at the Categories page. Regarding the posts per page setting see the Content Types section of the Writing Settings support page.
I don’t recall the “posts per page” setting ever being available at the WP-Admin Categories page, but you may also set the number of posts per page at the WP-Admin Reading Settings page.

I don’t have the Sela theme, I have the photographer theme. It is an Organic Theme, so it’s not wordpress, but the issue is in the wordpress side of things I believe. I will address it with Organic Themes as well. It used to be an option, now it’s not.

That is how I want things to look. It is my old website, I changed my URL and I am recreating it. It had the option when I created it then to change the number of columns to look like that.
My new one is: http://hrophoto.com/category/my-story-in-a-blog/
It is currently showing nothing, I don’t know what happened or why it’s blank. But before it went blank I was trying to figure it out and I could only do the category with one column, the width of the page, and you’d have to scroll forever to see them all.
Why is it that my theme has this option, but then wordpress no longer offers it? I believe that’s where the issue is. As for it being blank.. I have no idea what issue that is or why it happened, I just know it occurred when messing with things to figure out this column part.

http://hrophoto.com/ is not a WordPress.com site. It’s using the open source WordPress software found on WordPress.org, which is something completely different.
We have absolutely no control over how your site works, and you’re not using a theme that was designed by us, so we cannot help you in this forum.
The WordPress software does not have an option for different layouts for category pages, as @musicdoc1 said above, so if you see that option it’s being added by your theme. So contacting support for you theme is the best place to get help with this.
