  How can I edit the name of a category?
  Or if that’s not possible, how do I delete a category and then make a new one?

  You can edit/delete the name of the categories by navigating to My site >> Manage >> Settings >> Writing or from https://wordpress.com/settings/taxonomies/category/ page.

  Click on three dots next to the category, and manage the categories.
