Hi there,
No, this is not something which you can do via any option in your settings. It is something that is built in to your theme. Instead, you have a couple of other options:
First, you could try moving it via CSS. You have the Custom Design add-on which allows you to change certain things via CSS (Cascading Style-Sheets). You can add this code through your account’s Dashboard, then go to the Appearance menu, then Custom Design and then the CSS tab. If you’d like advice as to whether this is possible and what code to put in, you can consult our CSS forum here:
https://en.forums.wordpress.com/forum/css-customization
If you are uncomfortable making those changes or if you find it is not possible, you may want to consider using the categories differently. You already have several main categories set as menu options on the left hand side of your page. It is a good idea to have those set as your only categories and then just tagging your articles with any further topics that the article deals with. Categories are like Chapter Titles where as tags are like subchapter headings.
If you remove the additional categories that you have and set them as tags instead, you could use the tag cloud widget and set that in the footer of your blog, where it will show up as you wanted and a much smaller category list would show at the top!
