Categories and Pages – Need help solving strategy

Hello,
Im starting a blog that focus on helping future travelers to my country to find accommodation, things to do, places to eat etc.
My main issue is figuring out how organize pages and categories layouts:If I create a main category based on a region, eg. ALGARVE, and make a tree of categories based on this main category, I cant use those categories on other main category eg. LISBON can I? Could became kinda messy..
I dont want to use wordpress multisite tool, I just want one site.
Any sugestions on how can I arrange things up?Here’s another category based example:
Algarve
– Where-to-stay
– – Hotels
– – VillasPorto
– Where-to-stay
– – Hotels
– – VillasWill these two conflict eachother?
Because Where-to-stay category parent is Algarve..Any Ideas? Thanks
