Categories links are created in a wrong way

Hello, recently I encountered that weird problem with a blog created on wordpress.com. It is currently a typical, free blog with an address like name.wordpress.com
The problem is related to the categories that are being shown on the top of the page. Every time a category is created it’s name is obviously added to the menu on the top. And this is where something goes wrong. On an old blog all categories created this way had a links like website/category/name-of-a-category while in the current state of a newly created blog it creates a link of just website/name-of-a-category that does not redirect to all posts created under that category, but to an empty post instead. Why does it work like this? It also cannot be changed manually in any way. The only thing that can actually redirect to the proper categories is the category widget that can be added only on the bottom of the site, but I would rather like the links on the top to work properly. It looks like a glitch or something. -
Is this happening on wisniowynamietnik.wordpress.com? Because I’m not having any trouble viewing the category posts from the links on the top nav bar.
Or is it a different site?

This is that old blog I mentioned where it works fine. But on my Wife’s new blog it does not, here is the address:

As you can see for example “recenzje” address does not have the /category/ included and redirects to an empty post, not to the list of posts assigned to this category as it should work. -
