  Is there a way to post an explanatory paragraph at the top of each Category?

  Not directly. You can do that with a text widget in place of the categories widget (writing expl. paragraphs followed by links to your category pages).

  Or you can define the text in category description so when the user moves the mouse over, a balloon pops up with the text. It would only work in flat category in widget.
