  Here you can find a detailed guide on the Categories Widget:
  support.wordpress.com/widgets/categories-widget

  Note, only categories that are attached to posts will be displayed in the widget.

  You can create a new Category by following the steps you can find here:
  support.wordpress.com/posts/categories
