category confusion

Being fairly new to this, I may not be clear on the terminology, but what I want to do is this: Move my first ever post into it’s own category(?) called “welcome” or “about this blog” or something similar. Then on the opening tab (now labeled ‘blog” where the “about” text resides currently) i’d post new issues or content.
Problem is, I can’t seem to create a new “category” and have it show up (by this I mean something like the 4 existing tabs at the top of the blog for various topics). Perhaps what I want to create here is not really a category, but something else (?). If so, what? Or how?

To create a new static page -> Dashboard -> Write -> Page
Also read the following information so you understand that only one page in a blog, usually the front page (this can be changed) is “dynamic” and will automatically update with each new post you make. The other pages you create will be static and will not automatically update; they cannot be assigned categories; and, they do not get the Google juice that your front page posts get. http://faq.wordpress.com/2006/11/11/a-post-and-a-page/
