Category limit

Could you consider using the first 12 categories added to a post or even 12 random categories when you make it show up on global category pages, as an alternative to penalizing? (I read lately 12 is the limit, however I didn’t test putting more than 12 on to see if it would still show in any global category pages at all).
I embed keywords and other information into my photos. Those keywords, along with location data (city, state, country, etc) are added as categories to my photos when I upload them (with my program). It’s not my intention to spam the category pages with these, they are for my own organization and for people to browse within my blog.
One other idea, make category pages more like google search results, where it’ll only show one result per blog per day (or few days) with a link to see “more results from this blog”.

I’d like to know if this is the official limit that will be enforced or if it’s just a limit that’s mentioned to discourage more tags/categories. I still see multiple blogs coming through with more than 12 tags/categories and they are still on all the global pages.
I’ve added extra work lately tagging my photos twice just because of the limit, 12 best tags here, and all the normal tags elsewhere. (And anyone who thinks you don’t need more than 12 tags/categories for photos doesn’t tag many photos).
I’m not against the limit, but I’d like to know the policy that is actually enforced. As I mentioned above, it would be great if even the first 12 tags/categories added were the only global pages it showed under, to avoid abuse. The rest of the tags/categories would only be useful for internal organization then. It would make it possible for us to tag our photos only 1 time for all our uses.

It’s a limit that they mention and they enforce when they see egregious examples of overtagging or when they get a complaint.
I’m the world’s biggest category user but even I find twelve to be sufficient. They might eventually make tags internal only and categories internal and global, but that’s pure speculation on my part.
Remember that too thorough an indexing system is almost as bad as none. You don’t want your tag list to be a concordance, because that’s useless!
