There is no shortcode specifically for listing categories on a page, but you can use one to display posts within a specific category (see here: https://en.support.wordpress.com/display-posts-shortcode/)
You could also create a page and within the page, list and link to the categories that you have created. You would then designate this page as the front page by going to Customize >Front Page Options and choosing static front page. Then select the page you created as the home page.
The other option is to create a menu of categories which will allow users to browse specific categories (see here: https://en.support.wordpress.com/category-pages/).

It is not possible to set a category page as a front page, no.
What you can do is to set a static front page, as @kristinaismyname explained, and use the display posts shortcode to show only posts from that category on that front page.
Note that the shortcode can only display up to a maximum of 100 posts, it is cached which means it might take up to an hour to update after you publish a new post, and it uses its own formatting, so it won’t display the posts in the grid layout used by your theme.
