Category Panel disappears in Add/Edit Post

    The Categories/Meta data panel is not able to be toggled in the Edit/Create New Post window in the 6.0+ version of WordPress on my website. There is nothing is settings to change this, outside of reverting to the Classic Editor plugin.

    I have tried all troubleshooting suggestions from older posts that I have been able to find related to this outside of touching the code. I have done multiple clean installs, checked the settings (the missing panels are not there to be selected), I have downgraded (it worked but it kills the plugin I needed), I have reinstalled/cleared caches including my browser(s), deleted/disabled every plugin, tried other browsers, no ad-block, only using the standard theme. Due to the fact that the categories/etc can be shown with Classic Editor and it will come back in the pre-6.0 versions of WordPress, I have to assume this is the 6.0+ version that is causing the problem somehow.

    I am able to use the Classic Editor plugin to fix this for some of my websites, but this particular site has a plugin that requires the Blocks/Gutenberg editor, so that is not a workaround. I would prefer not to have to bulk edit categories onto every post when a post is created from the Posts menu.
