  Can I get this plugin with wordpress.com? If so – how do I do about it?

  Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.   We cannot upload and use any tracking codes on wordpress.COM blogs. The only exceptions are VIP hosted blogs and blogs with Business upgrades as they can run Google Analytics.

  Yes, that’s what I said already. You either purchase the Business upgrade http://store.wordpress.com/plans/business/ for $299 US per year or you don’t have access to Google Analytics.
