Centering Image in Table

I am having trouble getting my tables to center the images. The code I used is this:
<center>
<table style=”border:none;”>
<tr><td style=”border:none; vertical-align:middle; text-align:center”><img src=http://greenwavetechcorp.org/wp-content/uploads/2014/01/us-sba-logo.png width=”200″ height=”190″></td>
</tr></table></center>This should place the image in a table with no border, and aligned center and middle. However, the code for center align is not being recognized.
So I tried something different. I finally was able to center the image using <td align=”center”> but that also overrode the code for no border. So I ended up with the image centered in the row, but with a faint line above just the image. (The space that had no image below does not show the top border line.)
So I am at a loss. The code for the table works great until I try to center the image. Can someone explain to my why this is not working?
