Centering menu bar on Tarski 3.1.2

I’m fresh at CSS editing, and have spent several days attempting to center the menu/nav bar. It’s not a big issue on my desktop, but on some widescreen laptops it looks bad.
I’ve tried many of the suggestions related to other themes, but they don’t seem to work with Tarski.

Also, my background never truly seems to fit every computer….from what I understand, that is the price for fixed-width—but any way I can get the uncovered edge to appear at the bottom instead of the top?
