Certain Posting stay on top

  I was wondering how (if possible) I can have a certain posting stay on top. Like I have a welcome posting but with every new posting the welcome post of course moves down the page. I am brand new to the world of blogging and I would thank you for your help in this matter. Thank you very much :)

  go to options, select reading, then click on the static page… et voila!
