Change a Site Address

  I am trying to change a site address following the instructions from https://wordpress.com/support/changing-site-address/.
  Go to Upgrades → Domains.
  Click the three dots …- I don’t see any 3 dots at my Upgrades=>Domains screen
  What could be the reason for it and how I can change the domain name?

  WP.com: Yes
  Correct account: Yes

  The blog I need help with is: (visible only to moderators and staff)

  Hi, as shown in the guide the three-dot button appears as in this image:

  

  When you go to Upgrades > Domains and view this grey bar which states your site address, does that three-dot button not appear?
