  is there is no option anymore to change my address url without upgrade?
  i can not found setting menu in my blog now

  Thanks for writing to us. If you want to use a site redirect, yes, an upgrade is required. That’s what we have outlined on this instruction page: https://wordpress.com/support/changing-site-address/

  You can register a new site address and export + import the content from the old site to the new site for free. That process, however, will not redirect your traffic automatically that’s coming to the old address.
