Change Admin Bar To Login/Sign Up Bar For New Visitors

  I’m looking to keep things neat and consistent with the project I’m currently developing. What I would like is for multiple users to be able to add content to my site. A group of people posting updates about their project cars all in the one place.

  In order for this I would like to change the WordPress Admin bar to display a Login / Sign Up bar for either new users or users that don’t store cookies etc.

  I’ve tried Googling for answers and nearly every result is to hide the admin bar, the only thing I did find was a plugin called “Always Show Admin Bar” which when installed did not work.

  I activated the plugin, visited the website in different browser altogether with freshly wiped cache to be presented a website with no admin bar whatsoever.

  Is there a way to achieve this, so logged in users can still get their options to add new content, whilst new users can sign up or login?
