Change Administrator / Not receiving emails from Contact Forms

I need to change the administrator on our website, this has been pending for a number of months, detailing that an email would be sent – no email received.
It appears I do not receive any emails from wordpress, this includes the contact forms – I have submitted many test contact forms and nothing is coming through to my email. Any ideas?

On what site are you working? The account you’re using to post here does not own any sites on WordPress.com.
If you’re using the open source WordPress software at another host, please ask for help from the WordPress.org community at https://wordpress.org/support/forums instead.
