Change blog address option doesn't show up

I followed these instructions (http://en.support.wordpress.com/changing-blog-address/) but the option to change my blog address does not show up when I hover over the title. I am an admin although I didn’t start the blog (the original person is long gone). The current URL is way too cumbersome and I want to shorten it but keep the .wordpress.com part. Can I do this if I didn’t found the blog (it’s for a university club page).

As you do not own the blog you cannot change the URL.
Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address.
Below is what the blog’s owner must do to transfer blog ownership to your username account.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog and purchased upgrades to renew them or transfer the blogs and the upgrades to another username account.
To transfer a blog from one username account A to another username account B you must first log in under the username account A that owns the blog you want to transfer to the other username account.
Then you add the other username account B as an Admin of the blog.

Ah, I see. So if that person has been long lost to history (as I said this is a university club page), are we out of luck?

Yes. You need to contact the blog’s owner in order to have them change the .wordpress.com URL, and if you cannot locate contact information for the blog’s owner then you have reached a dead end.

As an admin – you could start a new blog – the export function should work and that would let you transfer (import) the content to a better new domain name (URL) – you could then buy the Site Redirect to send search engines and links to the new site –
But I don’t know if you could have the subscribers transferred to the new site if you are not the owner / also not sure if subscribers can be transferred between blogs like that
you would need to ask the staff if there are any flaws in my thinking
