Change blog name and keep all followers and comments, etc

I would like to change my blog’s name: paperkeeper.wordpress.com to a new name that is either _______.wordpress.com and use site redirect, or even better, purchase the domain name I want and have the site redirect in effect. I just need to know for sure:
will everything remain the same, all of my content/posts/media, etc. as well as comments, followers??
how long does the change over take to be in effect?

The reasons we purchase either site redirect upgrades or domain mapping upgrades is exactly what you stated. That is to say that everything except the URL remains the same when you purchase domain mapping.
In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.

Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.
