change blog name does it keep existing followers, keeping it public?

if change blog name, keep public, just change name must I redirect or will it keep my existing followers? am confused why anyone would pay to redirect? please clarify?
The blog I need help with is: (visible only to logged in users)

If you change the NAME you don’t need to do anything else and all yoru subscribers stay with you. If you change the URL, you need to buy the redirect upgrade.

Those who move content to WordPress.ORG installs that are hosted by different web hosts require site redirects.
You cannot edit any URL. If you want to change the blog address ie. the URL starting with http:// then you must be logged in as Admin under the exact same username account that registered the blog to do that and the URL you desire must be available. If so then you can change the URL by using this guide http://en.support.wordpress.com/changing-blog-address/

I know this is all obvious to you but I am aged 50 and have no tech knowledge and am desperate for your help if you can bear with me…..why would i need change url, if I change name isnt that enough?

Honey, we’re all aged 50 or better in this thread. Don’t be ageist.
We gave you the info about changing the URL because most of the people who talk about changing the names really mean the URLs instead. It saves time to answer both questions up front.

I assumed your family knew or could guess what the site title title might be and what the URL is. The Site title (blog name) and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General. Scroll down and “save changes”

I give up, I literally cant link all the different comments and have found this extremely frustrating, :( I am not stupid, just lack tech knowledge and confidence I have kept previous replies and tried best understand.
All am wanting to do is keep blog public if at all possible, keep content and followers if possible (without paying ), as know family not following it, but dont want them to easily find it? It sounds as if I change url, have to pay to keep followers, otherwise have to start new blog or go private?
