'Change Blog URL' Option Not Displaying

I am attempting to change my blog URL for a second time. I followed the instructions on this WordPress Support page ( http://en.support.wordpress.com/changing-blog-address/ ) and watched the video as well.
However, on the Dashboard > My Blogs page, the only option which appears upon mousing over my blog address is ‘Leave Blog’. I do not see ‘Change Blog Address’ or ‘Transfer Blog’. Could anyone advise as to why, and whether there is a way around this?

Please let me know what the current address of your blog is that you wish to change, and what you want to change it to, and I can look into this issue further for you.
