Change domain and keep website in WordPress

I am working on a project to completely rebuild a site. I would like to create their website in WordPress, using a WordPress theme. Something that is easy for novices to maintain and update. The website domain is currently hosted with GoDaddy. They own both the .com and the .org.
My goal is to transfer the .com domain and set up an account with wordpress. From there I’d build out the site using the .com domain.
Ultimately, they want the domain to be .org. they only purchased the .com so no one else would use it. If I built out a full site in WordPress using the .com, could I later transfer this to the .org domain when it’s ready to be launched? I am not sure if a) this is possible and b) if I am even understanding this correctly

Both domains can be connected to the same site. One of them will be primary and the other one will reload to it. Each domain can be either connected (https://wordpress.com/support/domains/map-existing-domain/) or transferred (https://wordpress.com/support/move-domain/incoming-domain-transfer/) to WordPress.com.
If you decide to transfer, it will be paid with us and everything will be in one place so it is a bit more convenient. The site can be built even before connecting the domain, you can also freely change domains later on. If you share more goals I will be happy to advise further.
