  Is there any way to change your domain name or transfer the content of your blog to a new blog you create?

  Did you read the FAQ I pointed you to as it explains how to transfer content from one blog to another blog?

  There are many posts in this forum about moving from wordpress.com to wordpress.org or vice-versa if you do a search if that is what you were referring to. Drmike gave you the link to use the export/import to get data from one blog to another. As well, there is an FAQ on putting a domain name on your blog here at wordpress.com:
