  I want to (1) change domain name and (2) get rid of ads by upgrading my plan. Which should I do first?

  The blog I need help with is: (visible only to logged in users)

  Upgrading to a paid plan will automatically remove ads and provide the option to register a custom domain as part of the cost:

  https://wordpress.com/plans

  So you can accomplish both at the same time :)
