I have a blog and if I remember correctly, I chose a theme and activated it. Now I want to create another blog using s different domain name that I have chosen. However instead of saying activate, theme twenty sixteen says download. I clicked on download but I have no idea what to do with all of the “coded?” pages it sent me. How can I just activate the theme and make my blog on it. I am lost.

When you are signed on to that account and click here:
https://theme.wordpress.com/themes/twentysixteen/
You should see two options. Activate and Demo. If you want to activate it on your site, click on activate.
