Change Header Dimension and background colour in NEAT theme?

Can anyone help telling me how to change the header dimension in the NEAT theme using CSS?
And
Can you also tell me how to change the background colour using CSS?

And also, it is possible to change the alignment of the image: make it center, left or right (talking about background)?

Do you HAVE the CSS upgrade? It’s really not recommended for people who don’t know CSS.

1. Redefine header’s dimension
