Change hover text?

Hi when I set up my blog I remember having to enter various texts that would be displayed when I hover over the item. Eg PavementPortraits.com to be displayed when I hover over the main title.
Now I want to change some of these items and for the life of me I can’t remember which section I change them in, I’ve looked everywhere, can anyone help?

It sounds like you’re referring to link titles, and those are not a CSS function.
Most browsers will display the “title” attribute of a link when it is hovered over. If you are creating the link inside a content area such as a post or page, then you can edit the title attribute when by clicking on the link in the editor, clicking the link icon, and filling in the “Title” field. For the site title, the hover is set by the theme and almost always will match the site title itself. You can change the site title from the main settings page in your blog dashboard. Look for the Settings → General → Site Title field in your blog admin pages.
