Change links display / Blue bar

I would to change the way the links are displayed when hovering above them. Basically [as I can’t explain things!] I’m looking for this: http://www.elainevigneault.com/main_blog where the background changes.
How would I go about doing that?
Also I’ve noticed on a few blogs that the blue admin bar had a different colour. I assume that’s CSS as well?

about the blue admin bar, yes, that’s css. devblog has done the code for me in white, grey (the one you see when you visit my blog) and olive green (from the time i used the hobbit skin he ported). if you want any of these colours, i can e-mail the code to you. i think he doesn’t mind lah… =)

The links issue is css-able too. Look for a: hover and then change the background/font settings to whatever you want. To get rid of the underline, you need text-decoration: none;

I’ve changed mine and it looks so different now! Guess I was just so used seeing the blue bar on my blog.
As for the links, my theme changes colour depending on the time of day, so I’ll have to look into that a bit more. Also want to change the header, but haven’t got any ideas what headers I want yet. *sigh*

I am really getting it figured out, but Adam pointed me to the following Firefox extension that tells you what element to change while looking at a live page!
