Hi,
I recently deleted my site and changed my username, but now I’d like to change it back to what it was less than 24hours ago. Unfortunately, wordpress tells me the site already exists. I’m guessing it never actually deleted my site, but it is now refusing me access. How can I gain access back to my previous wordpress.com URL?

That’s not possible and clearly stated in the related support docs.
You can change both your WordPress.com account username (the name you use to login) and your display name (the name that is seen on your posts and comments).
Once you change your username you will not be able to change it back and the old name will not be available for you or anyone to use. If you just want to show your name differently please only change your Display Name. https://en.support.wordpress.com/change-your-username/

You cannot register any deleted blog URL. Deleting any .wordpress.com blog URL is not easily done and what you ask to do is not possible. One has to ignore at least three warnings stating that deletion is permanent and irreversible and then click a verification link in an email to delete a blog. That’s because deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
