Change name server

I registered xx.wordpress.com at wordpress and my plan is for free, but I wanted to add my own theme so I registered a hosting service through bluehost and bought a domain xx.com through them. I called bluehost to ask how to connect the two, and they said to ask wordpress to change name server to the two links he gave me. I found the instruction on this link: https://en.support.wordpress.com/change-name-servers/, but I just couldn’t find the ‘ Name Servers and DNS’ button. Please help! Do I need to upgrade my plan to see that?

I am afraid that you do need an upgraded plan to change the name servers. Since you are already paying Bluehost, why don’t you move your whole site there. They can register a domain for you. It just makes sense to keep all your burritos in the same bag!https://move.wordpress.com/ is a detailed step by step guide to help you accomplish this.

As you mentioned that your domain is not on WordPress you don’t need to change the name server details. I don’t totally understand what do you mean by connect the two sites , could you elaborate a few more details so we can understand it better, probably you are looking to Redirect your xxx.wordpress.com to your new xx.com,

I just contacted bluehost again, and they asked me to call the domain registrar to change name server to bluehost. And meanwhile, I have upgraded my plan too, thanks @dave2swords.
So will doing above allow me to have a wordpress.org site, and let me add a custom theme, because that’s my original intention.

What is your domain name? I should have asked this at the beginning so we could look at where is is currently pointing to, so we could be of better assistance.By “custom theme” do you mean a theme purchased from somewhere besides WordPress.Com? If that is the case, you cannot use it here at WordPress.Com. You would have to install it at your Bluehost site. If you purchased it at WordPress.Com, you cannot use it at Bluehost.
Knowing these things will help us figure out where your site would be best hosted, without you incurring additional and unnecessary expenses.

Automattic owns the hosting service known to us as WordPress.com.
BUT the software that you are using on your self hosted blog has no real connection with WordPress.com, beyond the name. They don’t talk to each other (even though they are on good terms).

Yes I am trying to use a custom theme bought outside of wordpress.com. So this means I need a wordpress.org correct?
Update* I spoke to Bluehost and found out the domain name I thought I had bought was only a hosting service. I had a major confusion about just everything… And the actual domain I wanted was already owned by someone else.
So in this case, where should I buy the domain to use it with wordpress.org software and be hosted by Bluehost?

You are most welcome!From the monetary point of view, you have already purchased a theme you cannot use here. You have not yet bought a domain name, but you can get the domain through Bluehost (since you mention them specifically) as part of a hosting package, for not much more money than a Personal plan here at WordPress.
Granted the WordPress Personal plan also comes with a domain, but you still have the theme you cannot use here.
You did not mention what you intend to use the site for, but if you intend to use it for e-commerce, emailing updates/newsletters etc, that is better accomplished with a WordPress.Org setup.
The one thing about self-hosting is you will need to do the setup and configuration of the site yourself, but there are excellent documentations, tutorials and videos available in abundance that can help you do just that.
