Not in the media library itself, you have to do this before uploading the file to WordPress.

isn’t there a way to do it after the upload? i have the media uploaded, i imported the blog and data from self hosted blog, i want to structure it well, like there should be some rules for file name and links!
couldn’t find anything applicable here at wordpress.org forums and codex, since no php, no ftp, no db access, i thought someone might have faced similar problems!
maybe delete and do over the media is the only option.

Well for a start, you’re not at the WordPress.org forum, you’re at the WordPress.com forum. We can’t help here with self-hosted blogs unless you have an issue with a transfer from here to there, and then you’ll need to talk to Staff (this forum is mostly run by volunteers, like the one over on WordPress.org).

To understand the differences between what you can and can’t do on a WordPress.com blog as opposed to WordPress.org install, please read this:

    WordPress.com vs. WordPress.org

Now, about the URL of the file. If it’s the name of the original file as it came out of your camera, then no – that can’t be changed here on WordPress.com (and probably not on WordPress.org either). For instance, suppose your file, straight out of the camera, is called something like DSC100000054555.jpg That can’t be changed here. What you have to do instead, is edit a copy of the file (not the original in case you lose it) and change that name to how you want it to appear in your blog. Then re-upload it. (Remembering afterwards to delete what you had from your media library, or it could just get confusing for you).

You can do this in any of the graphics programs such as Photoshop, or use a free one like GIMP, and there are many other free programs in which you can do this simple editing task.

I make a point of renaming all media before I upload it here. For images, I also resize them as, for people with slow internet connections, large images can be terribly slow and sometimes impossible to load.

There are some documents that might be helpful to you, in the WordPress.com support section. If you click on this and choose from the various options in the list there, you’ll find a lot of very helpful information:

And should you need help for your WordPress.org self-hosted site, this is the forum to use for that:
