There are two approaches.
1. If you have only pages in your horizontal menu and that’ is all you want in it see here to use numerical order. http://en.support.wordpress.com/pages/page-attributes/#order2. Creating a Custom Menu as I described in my first response.

Check the sub-pages themselves to see if you have established a Parent page and child page “hierarchical structure” in the page attributes module. Remove if required.Also remove any “order” numbers you have assigned that may conflict with the order you are creating by dropping and dragging. Or simply change them so they are the same order as you establish in the menu. Establish consistency – problem solved.

I did exactly as told. I changed the order from the appearance, widget, pages attributes, order. Then I also went to pages, all pages, page attributes and I ordered everything accordingly and still…no change.

Please list the URLs of the Pages and sub-pages that you are having issues with here and indicate exactly how you want them to appear in the custom menu.

Hi there,
It doesn’t look like you had managed to get any of the pages added to the custom menu you had created. I went ahead and added those pages and arranged them in the order which you mentioned (this theme seems to display them in reverse order, which is odd). Go ahead and take a look at Appearance >> Menu and you’ll see how the Custom Menus work for future reference.
