  Hi,

  I’m presuming that you’re referring to a WordPress.com site. Change of ownership of a site is accomplished by transferring the site from the site owner’s account to another account, as described in Transfer the Site to Another WordPress.com Account support page. With few exceptions, it is the site owner who must begin the transfer process. Exceptions would include the case of a deceased site owner.

  WordPress.com has no phone support, so that is not an option.
