Change Page Title

I’m trying to change the page title on my blog posts to improve SEO. I have a wordpress.com blog. Is this possible or is it only a feature you can use a self-hosted site?
The blog I need help with is: (visible only to logged in users)

Provided you are logged in as Admin under the same username account that registered the underlying .wordpress.com URL and purchased the upgrade the Site title (blog name) and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General … “save changes”.That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. Note that the site title (blog name) and blog address URL do not have to be the same but it’s better for SEO (search engine optimization) if they are the same.
We wordpress.com bloggers do not have metadata access.
WordPress.com has no control over search engines positioning or appearance in the SERPs (search engine page results). https://en.support.wordpress.com/search-engines/
