  Of what site are you speaking? The account you’re using to post here doesn’t own any upgrades for any sites on WordPress.com.

  Only the current owner of an upgrade can transfer it to someone else. For a domain they can follow the instructions at https://en.support.wordpress.com/move-domain/transfer-a-domain-to-another-wordpress-com-account/
