Change privacy settings

I’ve just created a blog sits and I’m trying to set it to private before I start using it.
The only instructions I can find to do this are at: https://en.forums.wordpress.com/topic/deleting-followers-via-email?replies=2#post-1229831 but I don’t have anything like what is described when I’m looking at my site. I don’t know if I have the dashboard view that this is referring to but my “setings” do not have any options as described in the above description about altering your privacy settings.
When I click on settings all I get is the option to alter account details like email and username etc and then below that there is an account recovery section for adding a country code and mobile number (in the top right hand corner of the screen when I hover on my avatar I get a drop list with settings as an option …there is no other place I can find settings).Not sure why but this seems impossible to find and the support instructions don’t explain anything that is helpful in my case.

You can make it private in your visibility settings under Settings -> reading page

Hi. Yes that link is included in the post I included the link to (if that makes sense).
I initially read those instructions but it seems I have a different dashboard view to what that instruction assumes I have. I’m using wordpress.com the free option so I thought maybe that has something to do with it?In any case the options I can see are very limited. I also looked up where to find dashboard. That says that the first thing I see when I log in will be the dashboard but the first thing I see is the blog page I created with what I’ve already described above … that is the avatar in the top right corner and I hover over it to see the link to settings.
I have a wordpress.org account for another site and I have no problems finding the dashboard there. Everything is on the left of the screen. -

Those are your account settings, not your blog settings.
The blog is managed via the blog dashboard, i.e. the link auxclass gave you. Best thing to do is bookmark that link and add it to the bookmarks bar of your browser: this way you’ll have one-click access, and you’ll never have to worry where WP put things this month. -

Just FYI and for anyone who may have the ability to correct this, the email I received after signing up mentions nothing about the dashboard location and the link I get to log in just takes me to log in to the blog. It does however have a link to a beginners tutorial which I just checked and found a section explaining where to find the dashboard.
It might be a good idea to include that in the instructions at:
http://en.support.wordpress.com/settings/privacy-settings/
for those who are like me and a quick to jump to the next step assuming it’ll be obvious or easy to figure out.Thanks for your help!!!
